Security in Kawangware slum- a personal story 01 Oct 2009

David was woken at 4am last Wednesday morning to the sound of a rock bashing in the door of his Kawangware home.  Before his brain could register what was happening, a man in a balaclava with a panga stood over his bed where he lay with his wife.  The man shone a bright torch in their faces and hissed “Keep quiet, don’t interfere”.  David and his wife didn’t move, barely daring to take a breath.  Another panga-wielding thug stood guard over David’s four children (aged 13, 10, 7 and 5) in the other room.Meanwhile, about 3 other people were rifling through David’s belongings, finding valuables and passing them through the door to other thugs who were waiting there to run away with them.  They ran away with a mobile phone, a radio and a TV.The man guarding David and his wife demanded they give him cash.  David handed over the Kshs 800 that he had.  Finally all the thugs ran away.Of the 24 houses in David’s “ plot” (three rows of houses, some mabati and some permanent with a sheet metal wall around three sides), six were robbed simultaneously.   This is how David thinks they operate:  a large number of men enter the compound.  Some of them guard the doors of the neighbors that are not being robbed. The rest operate as small gangs to attack the houses- one to knock down the door, two to guard the occupants so they don’t interfere, 2-3 to rifle through the house, one or two outside to run away with the belonging.  Then, as was the case with David, all the thugs ran away, leaving just one last man to guard them.   After that man gives the others 3-5 minutes to escape, he also runs away.Of the six houses robbed, one person tried to resist (only by talking when he was told to be quiet) and was beaten and had a small panga wound on his arm but has already recovered.Of course, the thought of chasing the thugs crossed David’s mind but only briefly as he would be terribly out-numbered and they had a huge head start.  Not only that but he has been robbed at gunpoint in the area in the past for his mobile phone.  So, instead, David assessed the damage to himself and neighbors and spent the rest of the morning talking about the incident with his children who were understandably terrified.  Later that day, David reported the incident to the area headman and left his phone number.  Very rarely, stolen property is found or recovered from thugs and returned to the owners… but he’s not holding his breath as he’s never heard of anyone actually getting anything returned.  More likely, he will see his belonging in one of the many second-hand shops in Kawangware.David has already moved to a new location.  In the old location, he was paying Kshs 4000 per month for his small house with no water, electricity, or security where his family shared one long drop with 24 other families!  But there aren’t many new places to go and the situation is likely to be the same in the new area.David thinks the perpetrators are some of the many poor, unemployed youth in Kawangware who frequent the many illegal breweries.  There isn’t any advice to give in this story because David doesn’t have the resources to upgrade to an area with better security.  The point is just to share the living situation of one hard-working, honest man who was down on his luck this week.
